There's something weird happening with the Google Play store. I've had a few examples of reviews getting stuck for weeks at a time with no movement. There is, of course, little you can do: Google doesn't let you talk to a human.
This latest stuck review on my app lasted 22 days before I gave up, withdrew the submission and resubmitted it. Approved overnight!
